Yeah, ciao can be used both as "hello" and "goodbye".

Exactly, just like "aloha."

Or "cześć" in Polish, or Czech "ahoj", or English "God be with you". As for why "aloha" is considered the only and totally exotic example of a phrase which can be both a greeting and a farewell, I'll never know.
