Google SketchUp 6, free edition! It's easy to use but seems to be quite limited, but maybe that's because I haven't fully explored all its features (or maybe the "pro" edition has more complex stuff in).

So is the thing above the arrows a toggle stick or a dim dial?

Also, we need this put into a rotating video with techno pop playing in the background

It's meant to be a (badly drawn) toggle stick thingy:

I'm not sure how fun it would be to replace a toggle stick with a dim dial, would make for a challenging gaming experience…

And instead of a rotating techno pop music based video, have a funky little render:
